Minutes       General Membership Meeting

 

June 23rd, 2006

 

BOARD MEMBERS PRESENT: Mike Cary, Tom Sinke, Mike Reed, Clare Twitchell

 

BOARD MEMBERS ABSENT: Dave Creuger, Gary Calkins

 

Mike Cary called the meeting to order.

 

MINUTES OF LAST MEETING: Mike Cary read and all reviewed the minutes of the last meeting, held May 27th, 2005. Included in discussion was weed control, the study done by Spicer Group on the Little Thornapple road crossings, proposal on tax collections, voting regulations of the board, the changes that were made to by-laws, election of Board members and rules. STEVE SCHUILING: Steve has resigned as secretary of the Lake Association and as the representative of District 2, the Channels.

TREASURERS REPORT: Mike Reed reported $1,001.67 in general fund and $550.00 contributions towards the legal fund.

 


MEMBERSHIP REPORT: Mike Reed reported 61 members to date.; 15 have paid for next years dues. There was a discussion on ways to get other homeowners to join and the benefits of the Lake Association, etc. There are a total of 400 current homeowners w/ lake access. And only 61 paid members to date. The Board will continue to advocate for others to join. Suggestions were to e-mail those online whose memberships are due. There was a suggestion to develop a directory of lake association members with businesses as sponsors. Also suggested was to send newsletters to dues paying association members only. Another suggestion was for members and new members to give their email address for interim communication of JLA news items.

 

BOAT PARADE/SUMMER SPLASH: Scheduled for August 6th, 2006. The theme of the ski show is the "Twelve Days of Christmas". The Association suggests that all who participate in boat parade use the same theme. A motion was made by Mike Reed that Jordan Lake Association will contribute $125.00 if businesses do not participate. All agreed. Mike Reed will contact Karen Banks or Ken Cote for follow-up on the parade prizes if any. The Classic Car Show will also be held on Sunday the 6th from 9 am-3 pm.

 

WEED CONTROL - SUMMER 2006: There was much discussion re algae, weeds, spraying of lake. Currently 16,000 acres drain into Jordan Lake, 12,000 hitting Tupper Lake first. The aeration project is still on the Jordan lake Improvement Board agenda, but there are no immediate plans beyond gathering information. Professional Lake Management has a regular plan and schedule for controlling non-native weed and algae growth. Mike Cary advised all to contact Professional Lake Management direct at (616) 891-1294 with weed problems in their area, as they can control algae and most heavy weeds. Ask for Jason.

                  

DAM ISSUES - LEGAL ACTION PROGRESS: The matter of the dam operation is still not completely settled as the Drain Commissioners have continued to refuse the establishment of any written procedures. The basis of what we are asking is:

1.       Raise a minimum of four (4) gates when the lake level reaches 811.33 on the gauge at the dam, 4" high..

2.       Do this within a reasonable length of time; i.e. 4-6 hours after notification.

3.       Lower the gates only after the lake returns to 811.0 on the gauge at the dam.

4.       Verify the accuracy of the gauge at the dam by an acceptable method in April of each year.


 

Once again, the downstream flow from the lake is another large contributor to flooding conditions, especially the culverts at Brown Road. A hearing is set in the Circuit Court in Ionia on July 18th, 2006 at 3 p.m. in the Ionia County Courthouse. We encourage all that have been flooded and those that have concerns of future flooding to attend. On August 30th, and 31st, 2006 and again on September 13th and 14th, BOTH AT 8:30 a.m., a non-jury trial will take place at the Ionia County Courthouse with Circuit Judge David A. Hoort. Flyers were handed out to all present asking for a personal statement about past dam operation, flooding and Drain Commissioner response to such to present at the above hearings.

BROWN ROAD: Mike Cary reports the principal barrier to a freer flow of water beyond the dam is a culvert-type bridge at Brown Road. As a lake association, we need to focus efforts on improving this flow, with emphasis on Brown and Wellman Roads. We need to start pushing for a replacement of Brown Road bridge. Initial steps will include contacting Woodland Township and the Barry County Road Commission. There was much discussion regarding this issue. Mike Cary is trying to determine if extra funds in the Jordan Lake Improvement Board could be used (Act 307). This act created the JLIB. The Board will get information together as to what is needed to get a petition going re funding available.

 

BOATING REGULATIONS: These were included in the latest newsletter for all the residents. We, as lake residents should endeavor to follow such, even tho many visitors do not. Board members reported observing both the Sheriff and DNR on the lake various times this summer,; stopping boaters , checking on life jackets, drivers and jetskiers also. It was observed tickets were given by the Sheriff to jet skiers who did not follow the 1 hour before sunset rule which states that such may not be on the water after this time.

 

NEW BUSINESS: Board Members - need 2 representatives from the channels and one more from Eagle Point Drive.

 

OFFICERS: Mike Reed nominated Clare Twitchell for Secretary and all voted for her.

DUES: 2006 dues of $10.00 per family are now payable.
