General Membership Meeting Minutes

June 26, 2004

 

A general membership meeting was held at 7:00 p.m., June 26, 2004, at St. Edward Catholic Church in Lake Odessa, MI.

 

Board Members Present

 

Mike Cary (4) - President; Katy Estes (3) - Treasurer; Steve Schuiling (2) - Secretary;

 

JLA (District) Representatives Present

 

Mike Reed (1), Norm Klein (4), Dave Creguer & Gary Calkins (5)

 

Call to Order

 

President Cary called the meeting to order at 7:05 p.m. The meeting minutes from the July 16, 2003, JLA General membership meeting were read by Secretary Schuiling.

 

Agenda Items

 

Treasurer's Report

 

Katy Estes reported that  $802 is in checking and that there are 42 paid memberships for 2004.  She also reported that at one-time, 104 memberships were active.  Estes will send out renewal reminders to previous JLA members in an effort to increase membership.

 

Boat Parade

 

The Summer Splash is scheduled for August 6 - 7, 2004.  The boat parade is August 7, and the theme is "Pirates of the Caribbean ".

 

Weed Control Board

 

Steve Schuiling reported that the Weed Control Board is in the process of reviewing options, including non-chemical options, for continuing to improve the water quality of Jordan Lake.  A list of options for improving water quality would be presented to the Jordan Lake property owners to help determine an appropriate course of action.  Schuiling also said that this year ends the original five-year weed treatment program with Professional Lake Management.  Gary Calkins remarked that he has contacted a biologist at MSU who would provide an independent assessment of the water quality of Jordan Lake to assist the Weed Control Board with evaluating future options.

 

Several JLA members remarked that the number of weeds is greater than expected this year and would be contacting Bill Walker.

 

Dam issues / Legal Action / Brown Road

 

Mike Cary commented that he and his wife are personally pursuing legal action that would open the current Court Order than mandates the water level on Jordan Lake.  The purpose of opening the Court Order is to facilitate proactive (rather than reactive) management of the water level on Jordan Lake.  The current Court Order is dated and much has changed since 1958, when the Lake level was original established.

 

Cary said that he sought legal remedy because he felt that the Barry County Drain Commissioner, Tom Doyle, is not attentive or responsive to the needs of property owners on Jordan Lake.

 

Cary also discussed the water flow beyond the dam at Jordan Lake.  The Association realizes that there are other issues that affect the ability to manager the water level on Jordan Lake, i.e. constraints at Brown Road.  Mike Cary urged the Association to support any improvements to the culverts at Brown Road.

 

Many Association members commented on the financial burden that this years flooding has placed on Jordan Lake residents.  After much discussion regarding property damage and the fact that Jordan Lake has flooded twice in the past three to four years, the consensus of the Association members present is that we work more closely with the Barry County Drain Commissioner to help him be more proactive managing the water level of Jordan Lake.

 

Motion by Gary Calkins, seconded by Jan Calkins, for the JLA to support the legal remedy filed by of Mike Cary, further, the JLA would review the wording of the legal remedy before final support is given.  Motion unanimously carried.

 

Boating Regulations

 

Mike Reed reminded boaters to carry a "throwable" device in their boats.  A common, approved throwable device is a "seat cushion".

 

Old Business

 

Mike Carey is still working with the Sheriff to determine the location and enforcement of placing "no parking sign" on the road at the public launch

 

New Business

 

Tom Sinke agreed to represent District 3.
